Panvel is on the brink of a transformative journey as the state government unveils plans for the ‘Third Mumbai,’ a new city geared towards providing enhanced housing, infrastructure, and robust transport facilities in response to the burgeoning population of the Mumbai Metropolitan Region (MMR). Anchored around the upcoming Navi Mumbai International Airport, this ambitious project is set to be seamlessly connected to Mumbai through the Atal Bihari Vajpayee Sewri-Nhava Sheva Atal Setu, also known as the Mumbai Trans Harbour Link (MTHL). The Mumbai Metropolitan Region Development Authority (MMRDA) has recently given the green light to this visionary proposal, marking a significant step towards reshaping the far ends of MMR. The New Town Development Authority (NTDA) has been established to oversee this transformation, encompassing areas such as Ulwe, Pen, Panvel, Uran, Karjat, and the surrounding regions, covering an extensive 323 sq.kms.

The MMRDA and NITI Aayog are collaboratively working on a comprehensive economic masterplan for MMR, aiming to elevate Mumbai’s gross domestic product from $140 billion to $300 billion by 2030. The proposed ‘Third Mumbai’ is integral to this vision, with both the MTHL and Navi Mumbai International Airport expected to contribute significantly, boosting India’s GDP by 1 percentage point.

 

As part of the broader development plan, a new Panvel-Karjat suburban rail corridor is underway, envisioned to enhance regional connectivity and reduce congestion. This project, costing ₹812 crore, is expected to be completed by December 2025, featuring three tunnels, two rail flyovers, and connecting five crucial railway stations, including Panvel and Karjat.
